On Linux systems the following command will extract two 
compressed files to a subdirectory called "empire".

tar xvzf p497tar.gz
     
empire.tar.gz   3516322  Aug 16 11:15  EMPIRE-II files
X4.tar.gz      51930631  Aug 16 11:15  EXFOR library

Note:  The X4.tar.gz file contains the EXFOR data library. The
expanded compressed files expand to 523MB.  If the library is 
not needed, the following command will extract only the 
empire.tar.gz file which contains the EMPIRE-II program files.

tar xvzf p497tar.gz empire/empire.tar.gz

To uncompress the file(s) chosen, after changing to the "empire"
directory type the following command(s):

tar xvzf X4.tar.gz   
and/or 
tar xvzf empire.tar.gz

EMPIRE-II was transmitted from the NEA Data Bank to RSICC.
EMPIRE-II was compiled and tested at RSICC using Redhat Linux
Version 6.1 on a 450 MHz Pentium III with g77. Executables are
not provided with the package.

This package includes auxiliary codes:  EMPEND, X4TOC4, and 
PLOTC4.  The full EXFOR library of experimental data(as of Jul
1999) is also included.
