Note: The code was run on a 486 PC under MS Dos 6.0 The compiler is
      Microsoft FORTRAN Version 5.0 for the FORTRAN sources.  For
      the ASSEMBLER sources, Microsoft Assembler 5.1 was used.

      The December 1994 update was only a minor correction to add
      common block MA to the HPBITS subroutine and remove the common
      block ALL.  It was omitted from the original distribution.
