 PICA was tested at RSIC on a VAX 6000-420 running VMS v5.5 using VAX Fortran
 v5.9. Run times for the included sample problems were: SAMPLE1.INP (34
 seconds), SAMPLE2.INP (10 seconds), and SAMPLE3.INP (2 seconds).
